Rhianna Hoover is a litigation associate whose practice focuses on international dispute resolution and public international law.

Ms. Hoover has extensive experience representing clients in treaty-based investment disputes and has appeared as counsel in a variety of fora, including before the International Court of Justice and the UN Committee on the Elimination of Racial Discrimination.

Ms. Hoover currently serves as an officer on the Institute for Energy Law (IEL)’s International Practice Committee and as a member of the IEL Young Energy Professionals Council. She also serves as Co-Chair of the American Society of International Law (ASIL)’s International Environmental Law Interest Group, and as a Rapporteur for the ICCA Panel of Experts to Develop a Paris Agreement Conciliation Annex. Ms. Hoover was Co-Chair of the Young Lawyers Roundtable for the ITA-IEL-ICC Joint Conference on International Energy Arbitration in 2025.

Ms. Hoover joined Debevoise in 2016. She received a J.D. from the University of Virginia School of Law in 2016, where she was a member of the editorial board for the Virginia Journal of Social Policy & the Law. Ms. Hoover received a B.A. from the University of Kansas in 2010.

She is a member of the Bar of the State of New York.
