Patrick Fuller is a member of the firm’s Banking Group.
Mr. Fuller helps his clients structure business activities and corporate transactions, execute mergers, secure licenses and charters, raise capital from public and private markets, develop compliance programs, advocate for regulatory change, and respond to examinations, investigations, and enforcement actions.
He has extensive experience in navigating complex strategic, structural, and compliance issues raised by U.S. regulatory reform initiatives, including the Dodd-Frank Act, the Volcker Rule, heightened prudential standards for large financial institutions, and more recent regulatory relief initiatives. He has represented clients before the Federal Reserve, FDIC, OCC, NYDFS and FinCEN in connection with applications, rulemakings and legal and regulatory interpretive issues, including preparation of comment letters on major rulemakings. He has advised on a broad range of M&A activity, including bank and nonbank acquisitions and structuring minority investments involving banking institutions, and he brings special expertise to banking organizations and private equity firms on the regulatory considerations related to the conduct of asset management businesses, acquisitions and spin-offs of private equity funds and/or their managers, and sales of fund interests. He has represented financial institutions in supervisory actions and formal enforcement actions concerning safety and soundness, compliance, anti-money laundering and other issues, including advice on compliance with resulting remedial measures and collateral consequences. He has also advised clients on regulatory issues impacting innovation and financial technology, and on compliance with U.S. anti-money laundering and sanctions laws and regulations.
Mr. Fuller is recognized as a Notable Practitioner in Capital Markets: Debt; Capital Markets: Equity by IFLR 1000. He is also ranked as Up and Coming in Financial Services Regulation: Banking (Compliance) by Chambers USA. He received an Honourable Mention in “45 Under 45” by The Global Banking Regulation Review.
Mr. Fuller received his B.S. from the University of Washington in 1996 and his J.D. and M.P.P. from George Washington University Law School and George Washington University in 2008.
