Jacqueline Hayes is an associate in the Litigation Department.

Ms. Hayes joined Debevoise in 2024. Prior to joining Debevoise, Ms. Hayes served as a law clerk to the Hon. Debra M. Brown, U.S. District Court for the Northern District of Mississippi from 2023 to 2024. Ms. Hayes received her J.D. magna cum laude from Fordham University School of Law in 2023, where she was Order of the Coif and the senior notes editor of the Fordham International Law Journal. She received a B.A. from Emory University in 2018.

Ms. Hayes is the author of “United States Constitutional Limits on the Executive in Determining Refugee Policy:  Applying United States Constitutional Rights Extraterritorially,” 46 Fordham International Law Journal 125 (2022).
